ABOUT THE POSITION: Perform a wide varietyof professional field and office engineering work in the public works field;and do other related work as required. Factors that affect positionallocation in the engineering career series include: Independenceof action and decision making responsibility; complexity and size of programor project assignment; level of supervisory responsibility; requirementsfor registration as a professional engineer or land surveyor in California. This is the highest level in the professional engineering series.Under general direction, acts as project or squad leader or resident engineeron complex major public works construction projects; supervises the workof professional and technical engineering staff and may act as AssistantDivision Head or may be assigned continuing supervisory responsibilityfor a section or division of the County Engineering Department.
TYPICAL TASKS: Conduct studies to assistin determining plans, designs and costs of engineering projects; make technicalengineering computations; prepare reports and recommendations outliningcost/benefits of alternative project proposals; review plans and constructionfor compliance with standards and specifications; incumbents perform tasksrelated to a specialty area with the engineering function and may assistor be rotated into other program areas as follows: Construction divisionas resident engineer on public works construction and maintenance projects;hydraulics division in the engineering work involved with planning, design,construction, operations and maintenance of water and sewage treatmentand distribution and disposal systems; development services divisionperforming surveying, subdivision review tasks and special assignments;capital projects division in the planning and design of road maintenance;transportation planning and traffic engineering; supervise activities ofsubordinate staff as assigned; may act as engineering representative beforeofficial boards, commissions and the general public.
MINIMUM QUALIFICATIONS: Possessionof valid Certificate of Registration as a Civil Engineer, Traffic Engineeror Land Surveyor issued by the California State Board of Registration. In addition, graduation from an accredited four-year college or universitywith a Bachelor?s degree in Civil Engineering or a closely related field;and three years of professional level civil engineering, traffic engineering,or land surveying experience, two years of which must have been in a positionwhich involved serving as project or squad leader, resident engineer onmajor public works construction projects, or squad leader in the officeof a County surveyor. (Job-related professional level civil or trafficengineering, or professional land surveying experience may be substitutedfor the required education on a year-for-year basis. (Possessionof a Mater's degree in Civil Engineering or a closely related field maybe substituted for one year of the non-project, squad or resident engineerlevel experience.)

REQUIREMENTS TO FILE:
Registration as a professional Civil Engineer in the State of California (proof required)*
Ten or more years (full-time equivalent) of increasingly responsible experience in project engineering, including two years of supervisory experience handling multiple team projects. This qualifying experience must have been gained after graduation from an accredited four-year college or university with a degree in Civil Engineering or closely related engineering field (proof indicating date of graduation required)* or after passing the E.I.T. examination in the field of Civil Engineering (proof showing date awarded required)*.
Proficiency with personal computers including word processing, spreadsheet applications, computer-aided drafting, hydraulic modeling, and scheduling programs
Proof of a valid motor vehicle operator's license, including a current DMV driving record, must be presented to the hiring department at the time of the selection interview.
Overtime, occasional night meetings and fieldwork may be required.
*Applications will not be processed until all required proofs are received. Required proofs, such as certificates, diplomas, licenses, or transcripts, must be received in the Civil Service Department by June 4, 2008.
DESIRABLE QUALIFICATIONS: Certification by Program Management Institute (PMI).
EXAMPLES OF DUTIES:
Under general supervision, develops implementation strategies for projects involving a high degree of technical, functional, and organizational complexity; supervises the administration, planning, design, review, quality assurance/control, and construction activities for Water Department capital improvement projects; prepares Requests For Proposal for hiring outside consultants and administers and participates in the consultant selection process; supervises preparation of project scopes, budgets, schedules, preliminary study development, cost estimates, and contract documents; administers consultant contracts; provides input for corrective measures for projects; coordinates and supervises in-house and consultant design work; monitors the progress of projects for schedule/budget; reviews contract drawings for quality and economic soundness; reviews, validates, and recommends corrective measures for consultant invoices, contractor payments, contract amendments and change orders; and performs other related duties as required.
SELECTION PROCEDURE:
This examination will be conducted using the continuous non-competitive procedure. All applicants meeting the requirements to file will be placed on the eligible list, with those receiving Veteran?s credit first, and then in the order in which applications are filed. Screening of candidates will be conducted on the basis of applications and supplemental applications submitted. Under general direction administers the Right-of-Way activities of the County Public Works Department; directs and participates in the performance of appraisals, negotiations, title work and other processes necessary in acquiring property and rights of way for public use; coordinates, monitors, and directs the acquisition of rights of way for the County?s $20 million annual Capital Projects Program; ensures County rights of way policies and practices meet Federal and State laws and guidelines; supervises and evaluates the performance of assigned personnel; and does other related work as required.
MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university with a bachelor?s degree in business administration, public administration, real estate law, civil engineering or a closely related field. (Job-related experience may substitute for the education on a year-for-year basis.) Previous experience with governmental agencies highly desired. Senior Certification as State Right of Way Agent from the International Right-of-Way Association is required within one year of appointment. Responsibilities: Sediment dredging and disposal design for projects in California and Mexico. Requires knowledge of dredging techniques, in-water and upland disposal alternatives and permitting requirements, especially the US Army Corps of Engineers. Ability to develop and execute sediment sampling plans, develop dredging and disposal plans, develop design drawings and bid documents, and coordinate with clients, agencies and other team members. Knowledge of contaminated sediment requirements preferred. Additional opportunities include working on other marine-related projects, including port terminal development and recreational marinas. Position will initially require planning and execution of required scope of work and will ultimately include management of projects. Requirements: Bachelor or Master's degree in civil engineering or equivalent with 5 years experience involving port and marine projects, particularly sediment dredging and disposal experience. Responsibilities: The candidate will be working on the planning and design of new and/or retrofit of various waterfront structures. Will be preparing calculations, sketches, marking-up drawings and interacting with drafters and designers, and other engineers. Estimates engineering/design labor hours; develop and manage project data such as cost estimates, specifications, and schedule. On specific projects, applicant would be both the design engineer as well as the project engineer, working directly with the client. The candidate is expected to use education, intelligence and knowledge of construction methods to resolve the engineering problems and tasks assigned.
